Saif bin Zayed: Continuing Education is the Pathway to Success Al Nuaimi Calls for an Extended Maternity Leave and for Establishing Children’s Psychological Health Centers

Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, reviewed on Tuesday, in his office at the Abu Dhabi Police General Headquarters, a unique PhD thesis presented by Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, who recently obtained a PhD degree in Applied Social Sciences and Humanities from the London Metropolitan University. The thesis tackles “Juvenile Delinquency: Criminal Behavior Factors in a Study Group of Delinquents at the Punitive and Correctional establishments in the UAE, and the impact of strategic legislations on their reform process.”

His Highness expressed his appreciation for the academic achievements made by the national cadres, which represent a leading examples and a source of pride for the police institution and the country. His Highness commended the constant support from the higher leadership, and its ongoing commitment to enhance the levels of security and public safety, as well as the social and psychological stability of community members.

His Highness discussed with Major General Dr. Nasser Lakhrebani Al Nuaimi, ways to utilize the results of his studies and researches in the field of socialization, to instill further factors of cohesion and stability in society.

His Highness stressed that the ministry’s strategy, inspired by the Government’s strategy, dedicates special attention to providing the necessary resources to promote  the efforts of the distinguished national cadres, especially PhD degree holders, out of its firm belief that continuing education  is the pathway to success. His Highness also noted that investing in academic attainment and scientific research, as well as encouraging citizens to maximize their potentials in this field, is the key to drive the country’s progress forward and support its comprehensive renaissance in various fields.

For his part, the Secretary General, Major General Dr. Nasser Lakhrebani Al Nuaimi, praised the encouragement of His Highness Sheikh Saif bin Zayed, to all police officers to pursue further academic attainment, as His Highness believes that knowledge is power, and that civilizations are not built on ignorance, Puritanism and obstinacy, but on knowledge, planning for leadership and openness, and then endeavoring towards achieving the coveted goals with confidence.

The Secretary General expressed his happiness to obtain this prestigious degree in recognition of his thesis that tackled juvenile delinquency in the UAE, which represents a salient concern for the leadership, the government and society. He stressed his determination to pursue his quest for knowledge for the service of the country, within a global scientific methodology.

The thesis is unique in its approach, as it tackles using extensive research and studies the social patterns and modern scientific theories regarding juvenile delinquency, which determines the delinquency factors in each society. While focusing on examining delinquency in  society, Major General Dr. Al Nuaimi established the most influencing factors  for delinquency; notably, the nature of the mother-child relation during the first three formative years. He cited statistical data that indicate solid indicators about the impact of this warm and loving relation on children’s psychological stability; their healthy brain development, and their IQ.

Based on these results, Major General Dr. Al Nuaimi called for extending maternity leave for working mothers on par with developed countries that have taken this decision following extensive  studies,  proving that positive long term outcomes of the extended maternity leave outweigh the short-term economic burdens.

In his thesis, Major General Dr. Al Nuaimi underlined the strong relation between the level and quality of education and good upbringing. He stressed the need to establish specialized children psychological health centers and to avoid relying on schools’ social counselors to identify and address children’s individual behavior.

It is worth mentioning that Major General Dr. Al Nuaimi enjoys a prestigious renown on international environmental and rights forums, particularly in the area of child protection, given his personal attention to children rights and environment issues. He is also famous for his courageous proposals. Furthermore, Major General Dr. Al Nuaimi is the first Arab national to establish a non-profit zoo for children based on educational, environmental, heritage, and cultural concepts. He also played a role in establishing the Virtual Global Taskforce (V.G.T) to protect children against of sexual exploitation and cybercrimes; and is the United Arab Emirate representative in the Taskforce. He also is the founder and Chairman of the Emirates Animal Welfare Society and has always taken part in public activities.

Motherhood is Exclusive to Mothers

Based on the outcomes he attained in his thesis, Major General Dr. Nasser Lakhrebani Al Nuaimi called for reconsidering legislations regarding mothers’ child custody rights. He said that there is no love deeper, more true and complete than mothers’ love to their children. Mothers’ love is incomparable, and motherhood is exclusive to mothers.

He also warned against any negligence or complacency from families or caregivers in upbringing the new generation, because this would have dire consequences in the future, when it’s too late to do something. He also indicated that psychologically unstable children during the first formative years, and during pregnancy, will ultimately establish an unstable family in the future.

In conclusion, Major General Dr. Al Nuaimi called for establishing a specialized social entity to be in charge of issuing marriage certificates and carry out the relevant cultural and psychological tests for people who are planning to get married. He stressed the importance of not settling for the Sharia requirements, taking into account the constant developments in today’s day and age.
