A UAE delegation chaired by the Telecommunications Regulatory Authority (TRA), participated in the 2nd preparatory Arab meeting, held in Damascus, in charge of the preparation for the coming Plenipotentiary Conference “PP10” 2010 to be held in Mexico, Guadalajara from 4th till 22nd October 2010.
The participating Emirati delegation included Engineer Tariq Al Awadhi, TRA executive director of spectrum and international affairs head of the delegation and Chairman of the Arab team in charge of the preparation of the Plenipotentiary Conference 2010; Engineer Nasser bin Hammad, Senior Manager, International Affairs Spectrum & International Affairs, Deputy Head of Delegation; and Engineer Nasser Marzouqi, in addition to representatives from the UAE Armed Forces, Emirates Telecommunications Corporation (Etisalat), and Emirates Integrated Telecommunications Company (du).
The three-day event was attended by 15 Arab countries, representatives from the International Telecommunications Union (ITU) and the Arab League. A number of important topics to be submitted in the “PP 10” as proposals and joint Arab worksheets were discussed.
Eng. Tariq Al Awadhi underlined numerous issues that need to be discussed in order to create a unified Arab stance, such as climate changes, reviewing the terms of the ITU constitution and convention, protection of the children while using the internet, definition of cyber-security, the strategy of the ITU for the coming four years among other topics.
“The cooperation of the members of the Arab team is an absolute necessity in order to formulate and adopt joint work papers. We must make more efforts to communicate with the rest of the members and observe carefully other regional groups to benefit from their experience while creating a unified Arab Stance,” Engineer Tariq Al Awadhi said.
The UAE delegation submitted a number of worksheet proposals on several issues including climate change, revision of ITU constitution and its convention, in addition to other proposals concerning the ITU’s role in implementing the results of the International Communications Summit. The proposals were adopted by the Arab Team and are currently undergoing revision to be submitted as joint Arab worksheets.
On the fourth day, a bilateral coordination meeting with the European side was held to discuss views regarding many decisions prior to the coming “PP10” conference. In this regard, Al Awadhi commented: “Bilateral meetings are very important to reconcile views and exchange opinions, which contribute significantly in achieving positive solutions at the ‘PP10’.”

TRA procedures protect Intellectual Property Rights on the Internet
UAE becomes 1st Country to Protect PayChannels Rights on the Internet
Abu Dhabi, Monday, July 12th 2010 [ME NewsWire]:
The United Arab Emirates has taken the initiative to protect Intellectual Property Rights by applying successful procedures to prevent illegal decryption of PayChannels on the Internet. The UAE Telecommunications Regulatory Authority (TRA) launched the initiative in collaboration of the telecom operators where they have successfully blocked illegal Internet traffic used to unscramble the encrypted PayChannels for the first time worldwide.
H.E. Mohammed Al Ghanim, Director General of the TRA said: “The UAE gives utmost importance to Intellectual Property to ensure the most advantageous economic environment through supporting owners of property rights. This step will protect consumers against this type of fraud and it will limit infringement of Intellectual Property Rights and violation of federal laws.”
In the same context, the TRA warns of the unlawful use of telecom services which harm consumers and the national economy. The TRA also urges the consumers to take caution while purchasing satellite receivers or PayChannel services by ensuring its legitimacy.
The PayChannels were illegally decrypted and distributed over the internet using “Card Sharing,” a method through which a satellite receiver obtains decryption data continuously from an active card, while being connected to the internet. This illegal action infringes Intellectual Property Rights of others and violates federal laws, many consumers fall victims for such illegal activity.
