Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior launched today morning (Sunday) the Ministry of Interior (MoI) strategic plan for the period 2014-2016 in a ceremony held at Eastern Mangroves Hotel in Abu Dhabi.
HH launched the Ministry’s strategy on the MoI’s social media pages. The launching ceremony was attended by Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior; Lieutenant General Dahi Khalfan Tamim, Deputy Chairman of Dubai police and Public Security; Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior; Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of the Interior for Resources and Support Services; and Major General Staff Dr. Obeid Al Kutbi, Deputy Commander-in-Chief of Abu Dhabi Police; along with a number of police commanders, general directors, department directors and a large number of police officers.
HH stressed that any achievement made by his ministry is a natural result of the wise direction given by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, and the developmental efforts made by His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai, and their brothers Their Highnesses Members of the UAE Supreme Council Rulers of the Emirates, in addition to the special efforts made by police leaderships in the Ministry in developing and managing the Ministry’s performance with the aim to reach to the best international levels.
Care and Stimulation
HH said that the quality of services provided by the police in the UAE comes in line with the priorities that the ministry is working to achieve, besides the ministry’s attention to give equal care and stimulation chances to all. HH noted that the quality of services comes as a result of proper utilization of human resources, and by paying attention to evaluating the performance of staff objectively, intensifying modern training programmes, developing the performance of recruits and develop their abilities and skills in line with collective work.
HH Sheikh Saif bin Zayed along with the attendees watched a documentary on workshops that developed the Ministry’s strategic plan 2011-2013 which was characterized by development and modernization of achievements, continuous visions and services focus.
Development and Modernization
Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior said that in line with the federal government strategies, the MoI witnessed two strategies sessions, and in order to complement the process of development and modernization the Ministry has set a ministry strategy for 2014 – 2016 which copes with the 2021 UAE Vision. He pointed to the organization of workshops with the participation of employees from various departments when the Strategy and Performance Development General Directorate developed the strategic Plan.
He added that the strategic approach of the ministry embodies its vision aiming to make the UAE one of the best countries in the world in terms of safety and security. He noted that the Ministry’s mission focuses on efficient and effective work to enhance the quality of life for the UAE community by providing security, traffic and reform service, and by ensuring the safety of lives and property along with values that include justice, teamwork, good handling, integrity, loyalty and social responsibility.
He said that strategic objectives focus on promoting security and safety, controlling road security, achieving high levels of safety in civil defense, ensuring readiness in the event of disasters and crisis, promoting the public’s confidence in the effectiveness of services provided, ensuring best utilization of security information, and providing administrative services as per the best quality, efficiency and transparency standards.
Global Awards
Major Abdulrahman Al Mansouri, Head of Strategy and Performance Development Department in the Ministry reviewed the launch of the MoI Strategy 2014-2016, and the stages of developing the 2011-2013 strategy and its main achievements that included the development of the organizational structure of the Ministry; the participation in local and international awards; the establishment of a center for the development of leaders and innovators; the development of an e-system for complaints, suggestions and creative ideas; and the obtaining of the ISO 9001 certification by the Ministry and its various units; and the development of benchmarking center.
Colonel Faisal Sultan Al Shuaibi, Head of Strategy and Performance Development Department in Abu Dhabi Police displayed a revision for the Ministry’s Strategy 2014-2016 and the main stages it went through, and the priorities it focused on represented by the main services which distinguish it from the 2011-2013 strategy. He said that the Vision has been changed in line with the strategic objectives of the Federal Government, presenting an overview of the most important initiatives that are included in the new strategy over the coming three years.
Lieutenant General Dahi Khalfan Tamim, Deputy Chairman of Dubai police and Public Security gave a brief presentation of the 2011-2013 initiatives of police leaderships, and the main achievements that are represented by the notable drop in crime rate in the UAE, and the rise in the sense of security of the public, in addition to the strategic initiatives 2014-2016, the related performance indicators, and priority services that would be referred to the cabinet.
Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of the Interior for Resources and Support Services reviewed the performance indicators of the naturalization, residency and exits sector, and the initiatives made during the strategic plan 2011-2013, the strategic initiatives to be implemented in the sector during the 2014-2016 strategy, the strategic indictor for developing performance, and services presented by the sector.
Major General Rashid Thani Al Matroushi, Civil Defense Acting General Commander-in-Chief gave a presentation on the civil defense sector, and the performance indicators such as response ratio in civil defense operations, in line with the strategic plan 2014-2016, and the sector’s main performance indicators.
Major General Ahmed Nasser Al Raisi, Director General of Central Operations reviewed the telecommunications and e-services initiatives, the main achievements in line with the 2011-2013 strategic plan, the strategic initiatives for 2014-2016, and the main strategic performance indicators.
On behalf of the Director General; Brigadier Khaled Ibrahim Al Naqbi, from Punitive and Correctional Establishments noted the initiatives taken by the establishments under the 2011-2013 strategic plan, and the strategic initiatives made by the sector in line with the new strategic plan.
Decline of Fatalities
Brigadier Ghaith Hassan Al Zaabi, Director General, Traffic Coordination Department, Ministry of Interior reviewed the traffic initiatives under the strategic plan 2011-2013, and the main achievements made such as the 6.5% decline of fatalities per 100,000 inhabitants during 2012. He gave a presentation on traffic initiatives in line with the strategic plan 2014-2016, along with indicators and traffic related services.
Brigadier Saeed Salim Al Henki, Director General of Finance and Support Services, Ministry of Interior shed light on the department’s initiatives in line with the 2011-2013 strategy, and the MoI strategy 2014-2016.
Brigadier Ali Mohammed bin Darwish, Director General of Human Resources presented the human resources initiatives under the 2011-2013 strategic plan, the strategic indicators and achievements made. He also reviewed the human resources in line with the human resources initiatives in line with strategic plan 2014-2016.

The satisfaction of the public is an achievable goal
HH sheikh Saif bin Zayed denied the content of an Arab proverb that says that “the satisfaction of people in an unachievable goal.” He stressed that UAE leadership makes extensive efforts and gives wise directives which result in achieving the happiness of the people and provide whatever is necessary to ease their burdens in conjunction with the elevation of the decent living levels, and the achievement of security and prosperity to all. HH said that this was ascertained by different indicators and local and international reports which put the UAE people at the forefront of world’s happiest peoples.
Sheikh Saif stressed the importance of making the public satisfaction a primary indicator to judge the performance of services of various sectors of the MoI, and earn the confidence of customers with every possible ways by providing services that go beyond the levels of their expectations, and meet their needs in the shortest and easiest ways.
