UAE Takes Part in the 17th Conference for Heads of Arab Punitive and Correctional Establishments in Tunisia

The United Arab Emirates took part in the 17th Conference for Heads of Arab Punitive and Correctional Establishments, which kicked off on Wednesday in Tunisia. The UAE delegation to the conference, representing the Ministry of Interior, is led by Brigadier Sami Hareb Al Munthari, Acting Director General of Punitive and Correctional Establishments. .

Brigadier Al Munthari stressed the importance of Arab coordination and joint cooperation in all issues of interest to the people of the region. “Reform and rehabilitation of inmates of the Punitive and Correctional Establishments represents a shared responsibility between the officials of these establishments and community members. It aims to change the negative perception that community members hold regarding inmates, and to acknowledge their right to be true members of society  that have  rights and obligations like other individuals, through the post-release care program,” indicated Brigadier Al Munthari.

At the opening speech to the 17th Conference for Heads of Arab Punitive and Correctional Establishments, Secretary General of the Council of Arab Ministers of Interior, Dr. Mohammed bin Ali Kuman outlined the importance of the conference in unifying the council’s perception of the Punitive and Correctional Establishments in the Arab region and defining the best means to deal with inmates. “These establishments are a wider space for reform and rehabilitation,” said Kuman. He also called for boosting cooperation between the Punitive and Correctional Establishments and civil society organizations.

During the two-day conference, participants will discuss a host of issues, notably alternative penalties and their key role in averting prison overcrowding, as well as  dealing with inmates with special needs.
Other topics on the agenda include topics relevant to the internationally acknowledged criteria for human rights, and dealing with inmates, as well as qualifying staff members of the Punitive and Correctional Establishments. Participants will also tackle the mechanisms and plans developed to counter riots at the Punitive and Correctional Establishments, and review relevant experiences by member states in the punitive and correctional establishments’ work.

The UAE delegation includes Colonel Ali Saeed Al Zayoudi, Head of the Sentences Execution and Prisoners Affairs Department, and Captain Sultan Mohammed Al Ketbi, Director of the Office of the Director General  of Punitive and Correctional Establishments.
