The Ministry of Interior concluded its nationwide Ramadan Councils on Monday evening. The councils were organized at the countrywide level by the Law Respect Culture Bureau at the General Secretariat of the Office of H.H Deputy Prime Minister and Minister of Interior; under the theme “Innovation through Dialogue”.
Speakers and participants attending the councils noted that the United Arab Emirates is a leader and a pioneer in the field of community protection and crime prevention. They praised the tremendous efforts exerted by the Ministry of Interior to ensure child protection and combat human trafficking. They also commended the ministry’s commitment to promote the concept of social support and community police, and provide cutting-edge care and rehabilitation programs to juvenile care centers’ inmates; as well as its continuous support for people with special needs.
This year’s Ramadan councils shed the light on the Ministry of Interior’s services across its five sectors; notably ‘police and interrogation centers’; civil defense and public safety’; Naturalization and Foreigners’ Affairs’; Traffic and Licensing; community protection and crime prevention. .
As a part of the last sessions, the councils discussed the Ministry’s services provided within the sector of Community Protection and Crime Prevention; and highlighted the three main public services provided by the sector alongside its key activities, specialties and achievements. The most essential and prominent issues that have been successfully dealt with were also highlighted in the discussions, including the key challenges faced and the most appropriate ways in which to address them.
Human rights
Participants in the MoI’s council hosted by Saeed Abdullah Al Junaibi at his residence in Abu Dhabi, and moderated by media figure Abdulraheem Al Bateeh, called for including human rights topics in school curricula, in order to inculcate human rights’ awareness in future generations, and promote awareness among different segments of society.
Speakers at the Council said that the UAE has made significant progress in upholding and protecting human rights, and combating all types of human trafficking. They noted that the UAE is proud of its clean record of human rights; and is among the first countries in the world to adopt comprehensive and pioneering efforts to improve human rights conditions, by adopting an integrated vision in this regard.
Speakers also praised the ministry's efforts in the fight against human trafficking, through a set of measures to curtail such crimes. These measures include workshops, training courses and seminars, to spread knowledge and enhance public awareness among police officers on the proper ways to implement anti-trafficking legislations. They also praised the MoI’s keenness to strengthen international cooperation and coordination with international governmental and non-governmental organizations and international authorities, so as to help eradicate human trafficking crimes.
Family Dialogue
Participants at the MoI’s Ramadan Council that was hosted by Dr. Aref Al Sheikh at his residence in Dubai and moderated by media figure Dr. Khalifa Al Suwaidi, stressed the need for further research and studies on the underlying causes and motives of juvenile delinquency and youth crime factors. They also called for fostering religious values and inculcating them in the new generation within school curricula, as the first line of defense to protect the youth against delinquency. Participants also urged parents to dedicate more time in order to encourage direct communication with children and to reinforce family dialogue.
Speakers at the council discussed the key reasons behind juvenile delinquency, in addition to the challenges that face competent departments within the Ministry of Interior in their quest to transform juveniles’ negative attitude into a positive attitude, and help reintegrate them in society. Speakers also discussed the most important behavior and ethical issues, and poor academic performance that result from bad companionship. They also emphasized parents’ role in recognizing good friends and warning children against bad companions.
The council was attended by Major General Dr. Abdul Quddous Abdul Razzaq Al Obaidly, Assistant Director General of Total Quality at Dubai Police, and a number of senior officers at Dubai Police.
Awareness Councils for Children
Participants at the MoI’s Ramadan Council that was hosted by Abdullah Al Yammahi at his residence in Sharjah and moderated by media figure Humaid Jassem Al Zaabi, called for organizing age-appropriate awareness councils for children that are better suited to their level of skill and knowledge, to instill genuine values and traditions in them, and encourage crime reporting. They also called for putting forth educational curricula to promote the concept of crime prevention; and to organize programs that instill community awareness about crime prevention in the female segment.
The council shed the light on the UAE’s keen interest in protecting children and its significant record in the field of children’s rights. They also commended the MoI’s commitment to make the UAE an international center of excellence and a role model, in all areas related to child protection, by committing to international best police, technical and procedural practices. Speakers at the council noted that, as per its strategy, the MoI aims to guarantee that all children get the best standards of family stability, by supporting their families and the communities they live in, and by supporting the child protection programs and initiatives, whether fully carried out within the police institution or in cooperation with strategic partners, in order to make the UAE to become a center of excellence for child protection. The MoI’s commitment to ensure child protection was demonstrated in the inception of the Higher Committee for Child Protection, which includes several local and federal entities related to child care and protection, whose concerted efforts culminated in the establishment of the Child Protection Center, which aims at providing the best services and practices related to child protection and rights.
Participants also tackled the services offered by the Social Support Centers and their efforts in settling family disputes amicably. They also highlighted the role of the Community Police in protecting families and children and activating the preventative role against crime.
Adopting Ideas of People with Special Needs
Brigadier Sheikh Sultan bin Abdullah Al Nuaimi, Commander-in-Chief of Ajman Police stressed the police leadership’s commitment to provide care and assistance to people with special needs; and its firm belief in the important role that they can play in achieving stability, progress and sustainable development in the UAE. He also noted that the MoI has dedicated special organizational units to serve this important category, based on its commitment to protect and support people with special needs. These remarks were made by Brigadier Sheikh Sultan bin Abdullah Al Nuaimi, while attending the MoI’s Ramadan Council that was hosted by Abdullah Al Nuaimi at his residence in Ajman and moderated by media figure Muhammad Al Hammadi.
Participants attending the council called for issuing new legislations to prompt public and private sectors to hire people with special needs. They also called for boosting families and parents’ awareness on the need to enroll their children with special needs in specialized centers in order to improve their capabilities, skills, and enhance their self-confidence. They also called for establishing a follow-up committee to supervise services’ provision according to the approved standards. Speakers also called upon businessmen and project owners to adopt the ideas and proposals made by people with special needs.
Partnership with the Community Police
During the Ramadan council, which was hosted by Dr. Ahmed Al Malek Al Shehhi at his residence in Ras Al Khaimah, and moderated by media figure Ahmed Nasser Al Tunaiji, participants called for activating partnership between the community police and public institutions, so as to serve the community and ensure its stability. They also called for strengthening the role of the Community Police in raising awareness among school students and intensifying media programs that serve the strategic objectives of the Ministry of Interior, aimed at ensuring community protection and crime prevention. The council also discussed the role of Community Police and its activities designed to boost community security through advanced ways and methods.
Another Ramadan Council was hosted by Mohammed Al Zayoudi at his residence in Fujairah, and moderated by media figure Ahmed Hassan Al Yammahi. The council focused on community protection and crime prevention.
In his speech at the council, Brigadier Mohammed bin Naya Al Tunaiji, Deputy Commander-in-Chief of Fujairah Police, said that security is a key element and a top priority for societies’ happiness. “Achieving security and protection is a shared responsibility. There is a pressing need for concerted efforts between community members and institutions, so as to achieve security and stability for the people, through direct communication and cooperation with security agencies in reporting crimes,” he said.
Adding further, the Deputy Commander-in-Chief of Fujairah Police said: “The strategic plan devised by the Fujairah Police General Headquarters (GHQ) is closely linked to the Ministry of Interior’s plan. It includes preventive and precautionary measures, notably, providing qualified personnel and proper resources to ensure crime prevention. It also calls for enhancing community members’ awareness by spreading the crime reporting culture.”
Participants in the council called for enhancing monitoring and supervision at the country’s different ports to curb any attempts at smuggling in the harmful narcotics that threaten the life of young people. They also called for intensifying communication between the police and the different government and private institutions to achieve community protection and crime prevention. Moreover, participants attending the council called for strengthening community partnership between the different institutions, under the auspices of the Ministry of Interior, in a bid to upgrade security and legal culture, and establish specialized centers to carry out nationwide e-surveillance. The council also stressed the need to avail of social media for the service of homeland security, community protection and crime prevention, by disseminating the proper concepts, and the various methods and procedures to prevent any attempts at undermining community stability and security.
Speakers at the council discussed the role of the social support centers across the country since their inception in 2003. They commended the centers’ commitment to resolve family-based issues and crimes that are not properly handled or that do not come to the attention of police stations.
Alternative Sanctions
Participants attending the Ministry of Interior’s Ramadan Council hosted by Moza Salem Al Shoumi at her residence in Dubai, and moderated by media figure Afra’ Al Basti, called for availing of the proposal to allow community service instead of jail time for juvenile offenders. They also recommended organizing crime prevention outreach programs within school curricula, in cooperation between the ministries of Interior, Education, and Social Affairs, and shedding light within the media on the instrumental role of juveniles’ post care centers.
During the Ramadan Council hosted by Fathia Al Awadhi at her residence in Fujairah, and moderated by media figure Nahed Mubarak Al Naqbi; participants called for intensifying crime prevention campaigns and developing a mechanism of cooperation between the Ministry of Interior and the Ministry of Education to handle pressing issues and cases within the jurisdiction of educational institutions. They also demanded to further involve the media in spreading the message and goals advocated by the social support centers and the Community Police.
Participants at the MoI Ramadan Council that was hosted by Nadia Saleh Al Nuaimi at her residence in Ras Al Khaimah and moderated by media personality Fadila Al Muaini, stressed the importance of promoting family dialogue between parents and children, in a bid to boost family stability and protect children against risks. Speakers at the Council called for availing of the smart applications and social media to send awareness-raising and educational messages to young people and adolescents. They also called for establish the age of juveniles at 21 years, as per the United Nations’ resolution in this regard, and to create behavioral programs and specialized studies for the benefit of people with special needs.
